The problem
Productivity in these operations is real, measurable, and usually invisible. Route density, crew hours, asset availability, and cost per service point are all knowable — and are typically assembled by hand, monthly, from systems that were built to dispatch work rather than to explain it.
Demand is weather-driven at daily resolution, which means capacity and service-load planning done on an annual or seasonal average is wrong most days in both directions.
Capital assets are the largest line on the balance sheet and often the least well instrumented. Downtime, maintenance cost, and remaining useful life are managed by exception rather than by trend.
